Most pdf viewers default to scaling the pdf to fit a printable area, but this must be reset to a custom scale of 100% similar to what’s shown below. Typically, these can be found under more settings if they are hidden. Adobe Acrobat / Reader and Microsoft Edge are examples of pdf viewers that have these features.
